Yes. The list of federal or regional archives in Russia is very large. If you are know a place name and some more datas about persons and family, you can search in this lists of Russian Federal Archives or in this Russian Regional List. (all written in Russian and some of this can have documents about Sibiria!)

I dont know census lists about Sibiria in this period.

With an area of abt. 9.6 million km², Siberia is larger than the United States of America. Do you think one could find a death record from the United States without knowing the name of the town? Certainly you'll need to know a specific town, or at least parish of residence.

would u be able to tell me how I could find a death record from Siberia in 1911.
I dont know the name of the town just that they died in Seberia.
